Yes. There are plenty of amazing products which suit my needs and have not been created at the expense of innocent, unsuspecting creatures. So why not? Manufacturers go far out of their way to include any “responsible” claims in an easy to see spot on the packaging.
But buyer beware: marketing has evolved to be a relatively sneaky endeavor, and just because the finished cosmetic might claim to not have been animal tested the likelihood is that along the way some if not all of the individual ingredients have indeed been. An eyeliner product for example would not be viable if there were any chance of irritation, infection or even blindness. To ensure the salability of anything to be used on or around the ever-sensitive, critically delicate eyes, manufacturers must establish safety before anything else. Thus somewhere along the line the individual constituents have more-than-likely been tested on living, non-human animals.
Use your best judgement when selecting cosmetic companies.
